Every thing was quite at Pensacola to the 23d of July and at Jamaica to the 12th August.
The Count D'Estaing was at Lisbon as Minister from the French Court.
There were at Jamaica 10 ships of the Line under Sir Peter Parker, Admiral Rowley and Commodore Walsingham and 4 Regiments of Infantry they were preparing for an expedition against the Spaniards.
Lord Carlisle is appointed Lord Lieut. of Ireland.

The Bellona Privatier of Glassgow brought into that Port a Spanish Packet from Bunesairs after a sharp Engagement, the Packet was carrying Accounts to Spain of a Revolution in several Provinces in South America but the Packet was thrown over board but several Letters found on board make mention of the Insurrection is owing to a new Duty, that had lately been imposed.—The Insurrection began at Arrequepa on the 6th of March and soon afterwards at buzcs, Lapay and Potize and the Insurgents are said to be numerous and the insurrection had reached Bunesairs and a General revolt was dreaded and it is said that there were but a few troops to oppose them, this intelligence is given by a priest who is engaged in the Revolution and sent home a a prisoner, he is to be sent to London without delay.
At a general Court of the East India Company Mr. Fitzgerald objected to the large amount of Bills (£1,20,00000) drawn from India and warned the Company of the great errors of their predecessors in net communicating with the proprietors in time by which the Company had nearly been ruined. And he moved that a General Court be called on the 8th of Nov. to take into consideration the state of the Companys affairs abroad and at home, General Smith Spoke on the same Ground as to the great encrease of Bill; and decrease of the Trhasury in Bengal and above all the caution that was neccisary in

July 29. The Quarrel relative to Admiral Rodney and some of his Officers is adjusted, as is it proceeded from an Error in making making the Signals not from either Cowardice or Backwardness in any of the Officers as has been falsely asserted.
